Calvin Chrustie profile photo
  • Calvin is a consultant with a global boutique risk, security and intelligence advisory firm, the Critical Risk Team. A advisory group working with corporate clients and lawyers firms, often in the space that includes, transnational threats, national security, illicit activity and international threat actors. He is a RCMP veteran with 33 years of policing, including the last decade running intelligence operations in BC and then as the Senior Operations Officers of the RCMP’s Federal Major Projects Group tasked with countering the highest level threats from transnational organized crime networks the triads, Iranian crime groups and cartel operations in Canada and abroad. His teams consisted of the RCMP. DEA, HSI, US Border, CBSA, Vancouver City and others. He was a member of the National Transnational Organized Crime, National Money Laundering, the CEO (Montreal, Toronto Vancouver), the AGEO (Group) on illicit finance and drugs and worked intimately with foreign operations including with the AFP, US entities, Scotland Yard and EUROPOL. His duties included overseeing the ports, borders, marine as well as targeting the cartels, including as the National Ops Coordinator for Cartel Operations. He moved to the private sector in 2018 and remains active in mitigating these threats, including advising and supporting global entities addressing foreign threats, including those in Canada.     Calvin is also a founding members and on the Steering Committee of a global NGO - think tank, on countering foreign threats, the Council on Countering Hybrid Warfare (CCHW). CCHW is based in New York, associated with NATO, and he serves as the Director of their Global Security and Intelligence Advisors. He also advises foreign governments, lectures at law schools, advises political and policy leaders, and international media on the complexities of transnational threats and networks. Calvin is based in Vancouver.

Fiona Wilson profile photo
  • Deputy Chief Constable Fiona Wilson has been a member of the Vancouver Police Department since 1999. She began her career serving as a patrol constable in several districts, walking the beat in the Downtown Eastside, and working as an investigator in the Sex Crimes Unit. In addition, she worked as an investigator on Projects Rebellion and Torrent – two major projects that successfully disrupted regional organized crime groups.

    In 2007, she authored the VPD report “Lost in Transition” that highlighted a lack of capacity in the mental health system for some of the most vulnerable people living in our community. The success of this report led to her presenting to audiences in Canada as well as Asia.

    Upon promotion to sergeant in 2009, she returned to the Operations Division to lead a patrol team before going on to serve in the Professional Standards Section. In 2012, she joined the Major Crime Section as a sergeant leading an investigative team. Superintendent Wilson went on to work with the RCMP Federal Serious and Organized Crime Unit as a Team Leader in charge of an international drug investigation.

    In 2016, she was promoted to staff sergeant and served in the General Investigation Section, where she oversaw numerous investigative units.

    Since promotion to inspector in 2017, she has worked as the Officer-in-Charge of the Court and Detention Services Section. Deputy Chief Wilson achieved improvements in training as well as policy – leading a comprehensive review of the Jail manual of operations. In addition, she initiated and coordinated a major upgrade of the Vancouver Jail facility, which processes over 16,000 persons annually.

    Deputy Chief Wilson is the recipient of five VPD commendations, the 2008 Communications Award from the BC Association of Clinical Counsellors, the 2008 Richard Dolman Award from the B.C. Schizophrenic Society, the John Kable Young Justice Professional Memorial Award, and a Meritorious Service Award. She holds bachelor and master of arts degrees in criminology from Simon Fraser University.

    Deputy Chief Constable Wilson lives in White Rock with her husband, Skigh, and their three children.

    She was promoted to superintendent in March 2019 and represented the VPD on secondment as a Deputy Chief Officer with the Combined Forces Special Enforcement Unit – British Columbia (CFSEU-BC). In January 2021, she became superintendent in charge of Investigative Support Services.

    In May 2021, she was promoted to Deputy Chief Constable, and is in charge of the Investigative Services Division.

  • Chief Neil Dubord has worked with the Delta Police Department since June 2015. He has an exemplary service record, demonstrating innovative and strategic leadership during his tenure at the DPD. He has over 35 years of experience in policing, including extensive community policing, police transformation and critical incident command. Chief Dubord has been awarded the Police Officer Order of Merit (OOM) from the Governor General of Canada, the Police Exemplary Medal, the Queens Diamond Jubilee medal and the Alberta Emergency Services medal.

    Prior to joining the DPD, Chief Dubord served as the Chief Officer at the Metro Vancouver Transit Police, and with the Edmonton Police Service, serving in various ranks, including Deputy Chief of the Community Policing Bureau. Chief Dubord is a member of various local, national and international policing committees.

    Chief Dubord has a Master’s degree in Leadership and Training, a Doctor of Philosophy Degree in business, has graduated from the FBI National Academy, is a Canadian Human Resource Professional (CHRP) and is certified by the Association of Fraud Examiners (ACFE), the Association of Certified Money Laundering Specialist (ACAMS) and the Certified Financial Crime Specialist (CFCS).
